By the direction of my Committee I have the honour to
enclose for the information of His Majesty's Secretary of State
for the Colonies a letter addressed by this Association, on the
11th instant, to the Foreign Office, with regard to an invita-
tion said to have emanated from the American Government "to a
Conference at the Hague upon the opium problem all over the
world."
